What the app stores require for real money
Both big stores draw a hard line. Google Play allows real-money gambling apps only from approved governmental operators or licensed operators, who "must have a valid gambling license for each country or state/territory in which the app is distributed" and must block access elsewhere[1]. Apple's rule 5.3.3 says real-money gaming apps "must have necessary licensing and permissions in the locations where the app is used" and must be geo-restricted to those places[2].
So a store app from an unknown developer that promises cash for dropping balls either isn't paying real money in the gambling sense, or isn't following the store's rules. Read its terms before you spend time on it: look for who pays, in what (cash, points, gift cards) and from what threshold.
Is a Plinko APK safe?
An APK is an Android install file downloaded outside the store. The ones offered under "Plinko" names come from sites that aren't the studios, so there's no way to know which payout table — or what else — is inside.
